The tool starts on In a country: India. Each spin lands on an Indian city or town of 5,000 people or more, from a list of 6,471 in the 28 states and 8 union territories.

Each town has the same chance, so states with more towns in the list come up more often. Tamil Nadu has 1,014, Kerala 511, Maharashtra 511 and Uttar Pradesh 490. Sikkim has 6.
Tamil Nadu and Kerala lead because the source data lists many census towns there as places of their own. For an even spread, use In a state with Any state: each spin picks one of the 36 first, then a town in it.

Yes, as a union territory, with 103 towns in the list. Kargil, in Ladakh next door, is the most northern town on the India list; Campbell Bay on Great Nicobar Island is the most southern.
Indian names use the plain English spelling, not the scholarly one: Nizamabad, not Nizāmābād. They are easier to read, search and sort.
